三、举办会议的必要性、预期目的及意义
1.举办会议的必要性
新兴经济体是指第二次世界大战后经济相对快速增长、具有较大经济规模和人口总量、目前人均收入相对较低、经济开放程度较高、具有广泛代表性的发展中经济体。20 国集团 中的11 个发展中国家（阿根廷、巴西、中国、印度、印度尼西亚、韩国、墨西哥、俄罗斯、沙特阿拉伯、南非和土耳其）是新兴经济体的代表（即：E11），其总体经济规模在国际贸易、国际资本流动和重点产品产出等方面具有世界性影响力。
随着世界经济进入深度转型调整期，新兴经济体尤其是金砖国家经济增长速度明显减缓，进入结束高速增长期，中国的经济也进入新常态，实施“一带一路”和自由贸易试验区战略，在此背景下，共同探讨新兴经济体的结构改革与制度创新以及一带一路和自贸区建设，非常有必要。
（1）新兴经济体结束高速增长期需要创新发展。新兴经济体政治、经济地位日益提升，已经成为国际社会的重要力量。国际政治与经济环境对新兴经济体的影响也越来越大。经济博弈、利益协调越来越复杂，需要明确提出推行创新发展能够向国际社会释放出合作的诚意与信息。减少分歧、避免摩擦，处理好互补与竞争关系，为经济社会的长期发展提供良好的外部环境。
（2）创新发展及其互动机制的构建是新兴经济体应对国际形势变动实现全球布局的重要战略选择。在现有国际秩序无法在短期内改变的情况下，新兴经济体积极倡导建立创新发展互动机制，积极参与修复和重建全球政治、经济秩序，是在实现自身身份认同与国际期待间实现平衡的有效手段，是在世界上发挥与自身实力相称作用的关键一步和实现全球布局的战略选择。
（3）探讨建立创新发展互动机制是现实的迫切需要。新兴经济体在全球猜疑中发展，新兴经济体间的经贸竞争加剧，全球大国间的博弈日益激烈，新兴经济体传统互动模式面临冲击与转型，迫切需要对新兴经济体传统互动方式进行全面的反思和修正以适应新的世界经济形势。将全球瞩目的虚幻概念变成现实的经济利益和影响力。举办新兴经济体创新发展论坛既是对过去历史的总结也是现实的迫切需要，关系着新兴经济体的未来，具有重大而深远的意义。
（4）本论坛是我国把新兴经济体合作机制、自贸区和一带一路作为处理国际关系重要平台的战略需要，也体现习近平总书记新时期我国在世界政经版图中的全新战略构想。全面提升新兴经济体合作机制，尤其是自贸区和一带一路作为我国处理国际关系中战略平台和重要制衡工具的作用，为我国获得更多的国际话语权和战略主动权，更好地维护我国的国家战略利益都具有十分重要的理论和现实意义。
2.会议的预期目的
（1）向世界传递新兴经济体积极的声音和真实信息
当前，世界经济复苏进程步履蹒跚，新兴经济体增速明显放缓，国际社会随之出现了唱衰新兴经济体增长前景的种种舆论。同时，国际资本流动异常，对新兴经济体发展产生了不利的影响，作为最大新兴经济体的中国受到很大波及。在这个背景下，会议举办单位的专家学者认为有必要组织国内外的研究力量，将最新的研究成果和观点发布出来，让世界知道真实的新兴经济体，向世界传递积极的声音。全方位的解读和剖析新兴经济体创新发展、增长潜力、面临的挑战和问题、新兴经济体共赢性发展互动机制、新兴经济体与发达经济体之间的博弈与互动，向世界传达来自新兴经济体的真实信息。
（2）为新兴经济体创新发展和中国自贸区建设建言献策
短暂的经济困难并不会影响以金砖国家为代表的新兴经济体之间的合作，反而会促进新兴经济体创新发展，更加全面地发挥在多边、区域和双边领域的作用，特别是在“一带一路”建设中为各国发展提供机遇，其中包括亚投行、金砖银行、经济伙伴战略。建立起共赢性发展互动机制，推进新兴经济体在世界经济、政治、贸易、金融、社会、文化、教育等领域的改革和合作，并取得实际成效。会议为此将在国内外公开征文，集思广益，建言献策，汇集印制向有关部门发送作为决策参考。
3.会议的意义
（1）继续发挥新兴经济体在国际舞台上的影响力
从战略大局来看，新兴经济体短暂的经济困难并不会影响其合作，反而会促进其更加全面地发挥作用，从政治协调过渡到解决具体问题的措施和建议，为各国发展提供机遇。
（2）重塑国际经济秩序提升新兴经济体话语权
当今新兴经济体与世界的互动进入新模式，已经明显从过去的被动态度，转变为主动和有所作为，积极创造国际新议题。新兴经济体不仅能够通过IMF、G20等渠道,而且正在通过设立亚投行、金砖银行实现重塑国际经济秩序，将更多的议题和主张体现到国际金融治理领域中去，提升新兴经济体自身话语权。
（3）扩大社会和民意基础推进新兴经济体创新发展
新兴经济体不仅在经济领域开展全面合作，而且在社会领域将开展新的全面合作，包括移民、媒体、青年，文化、教育、工会等各方面。因此，对新兴经济体创新发展研究，既是挑战，也是机遇。说它是挑战，是因为它是一个新兴领域，新的问题不断涌现，突破了许多传统理论框架的解释范围；说它是机遇，是因为它能够开拓新的研究视野，并为推进理论创新和解决现实问题提供新的思路。
（4）为中国的自贸区和一带一路建设提供思路和方向
近三年以来，我国外贸出口大幅回落，对国内经济造成冲击，内需增长缓慢，产能过剩矛盾突出，结构转型任重道远。中国经济迫切需要“一带一路”和自贸区建设这样的“助推器”，助推中国经济走出低谷，迈向更高能级的新阶段。
通过举办论坛，搭建学术交流、思想碰撞的平台，为新兴经济体的创新发展和中国的自贸区和一带一路建设提供思路和方向。

III．Significance
1. Necessity of the Meeting
Emerging Economies are developing economies with relatively rapid growth, larger scale of economy and population, relatively low current income per capita, higher degree of economic openness and comprehensive representativeness after World War II. Among G20, 11 developing countries (Argentina, Brazil, China, India, Indonesia, South Korea, Mexico, Russia, Saudi Arabia, South Africa and Turkey) are the representatives of Emerging Economies (Namely:E11). E11, in an overall scale of economy, has worldwide influence on international trade, international capital flows, key products output and so on.
As the world economy is stepping into the period of depth transition and adjustment, the growth rate of Emerging Economies ,especially that of the BRICS countries is obviously slow, which means the end of rapid growth phase. Nevertheless, China’s economy has entered so called “new normal economy” phase, and China has started to implement strategies for “ One Belt One Road” and “ Pilot Free Trade Zone ”. In this background, it is necessary to discuss the important issues of structural reform and institutional innovation for emerging economies, as well as the construction of “One Belt One Road” and Pilot Free Trade Zone.
(1)Innovative development is necessary for Emerging Economies after the end of high speed growth. Emerging Economies, with the advanced political and economic position, have become an important force in the international society. The international political and economical environment has been playing greater impact on the Emerging Economies. It is more complex to play economic games and conduct interest coordination. Therefore, it is necessary to put forward the idea of innovative development clearly, which can in turn release the cooperation sincerity and information. This can help reduce divergence, avoid conflict, coordinate the complementary and competitive relationship, which can provide a good external environment for the long-term development for the economic society.
(2)It is an important strategic choice for Emerging Economies to initiate innovative development and construct interactive mechanism, which is an effective response to dynamic international situation to achieve the global layout. Under the circumstance that the current international order can not be changed in short term, it is an effective means for Emerging Economies to achieve a balance between self-identity and international expectation .This can be done by actively advocating establishment of interactive mechanism for innovation development, actively participating in the repairing and reconstruction of the global political and economic order,, which is also a critical step for Emerging Economies to play an appropriate role in their own strength.
(3)It is an urgent need of reality to establish the interactive mechanism for innovative development. Emerging Economies are developing in the global suspicion, and the economic competition between the Emerging Economies is intensifying. The game between the world's great powers is becoming increasingly fierce and traditional interactive mode of Emerging Economies is facing challenging and need of and transformation, therefore, it is of urgent need to reflect and correct the traditional interactive modes of new economy to adapt to the new world economic situation. The illusory concept which has caught world’s attention should be converted into real economic interests and influence. Holding this academic forum on innovative development for Emerging Economies is not only a summary of the past history ,but also an urgent need of reality, and it relates to the future of the Emerging Economies with great and far-reaching significance.
(4)This forum meets the strategic needs of China to adopt the cooperation mechanism of the Emerging Economies, Pilot Free Trade Zone and “One Belt One Road “as a platform to deal with international relationship. It also shows President Xi’s brand new strategic concept of China in today’s political and economic world in this new era. Comprehensively enhancing the cooperative mechanism for the Emerging Economies, especially using Pilot Free Trade Zone and “One Belt One Road” as the strategic platform for managing international relationship and an important tool for balancing powers can help us get more international discourse power and strategic initiative, which can safeguard China’s national strategic interests theoretically and practically.
2. Intended Purpose
(1) Passing a positive sound and real information about the Emerging Economies to the world.
At present, the process of world economic recovery is faltering. Emerging economies are growing significantly slowly. On the other hand, some bad-mouthing public opinions about emerging economies’ growth prospects appear in the international community at the same time, the unusual flow of international capital has a negative impact on the development of emerging economies. As the largest emerging economy, China has been greatly affected. In this context, experts and scholars from the organizing institutions think that it is necessary to organize the research from home and abroad and release the latest research findings to the world which can help people understand a real Emerging Economies. It is important to fully interpret and analyze the innovative development, growth potential, challenges and problems of the Emerging Economies, the development of the interactive mechanism between Emerging Economies and Developed Economies , and pass the real information of the Emerging Economies to the world.
(2) Providing suggestion for the innovative development of the Emerging Economies and the construction of China Pilot Free Trade Zone
It is believed that brief economic difficulties cannot influence the cooperation among Emerging Economies which are represented by the BRICS countries. On the contrary, it can push innovative development of the Emerging Economies and promote multilateral and bilateral co-operations, especially, it can provide opportunities for other countries in the construction of “One Belt One Road”, Asian Investment Bank, BRICS Banks and other economic partners. It is expected that establishment of a win-win interactive mechanism for development can promote the cooperation among Emerging Economies in the reformation of economy, politics, trade, finance, society, culture and education. This conference is calling for paper from home and abroad to draw on collective wisdom and absorb all practical ideas and suggestions. All the papers submitted will be collected in the conference proceedings ,which will be an important reference to decision-making departments.
3. Significance
（1）Continuing the Greater Influence of Emerging Economics on the International Stage
Judging from the strategic situation, the co-operations among Emerging Economies is not affected by the temporary economic difficulties ,rather, it can help play more comprehensive roles, by transition from political coordination measures and recommendations to addressing specific issues, and providing opportunities for national development.
（2）Reshaping the International Economic Order and Obtaining Greater Say for Emerging Economies
The interactive model for the Emerging Economies with the world economy is a new one, which has been transformed from the one with passive attitude into an active one, with efforts to create more new international topics. The Emerging Economies are trying to reshape the international order not only through the IMF, G20 and other channels, also through the establishment of Asian Infrastructure Investment Bank and BRIC Bank .With more topics and assertions reflected in the field of international financial governance, discourse power can be improved.
（3）Expanding Foundation for Social and Public Opinion and Promoting Innovative Development of Emerging Economies
Emerging Economies have been promoting comprehensive cooperation not only in the field of economic, but also in the field of Sociology, including immigration, media, youth, culture, education, trade unions and other areas. Therefore, researches on innovative development of Emerging Economies can be regarded as both a challenge and an opportunity. As this is a new study field, with new issues rising, the traditional theoretical frameworks is to be broken; on the other hand, the new field research can help broaden research horizons, and promote theoretical innovation, which can in turn help bring new ideas out to solve practical problems.
（4）Providing Ideas and Direction for Construction of Pilot Free Trade Zone and “One Belt One Road”
In the past three years, China's exports have dropped dramatically which has been affecting the domestic economy. Domestic demand is growing slowly and overcapacity has been a serious problem. Therefore, restructuring plays a vital part for economic development in the coming future. China's economic development needs the “Booster” like“ One Belt One Road” and Pilot Free Trade Zone which can help boost China's economy out of its slump, towards the higher level.
This forum aims at building an academic exchanges platform for above mentioned purpose.
