1关于论坛About The Forum
1.1引言
新兴经济体代表着未来世界经济发展方向
新兴经济体是指第二次世界大战后经济相对快速增长、具有较大经济规模和人口总量、目前人均收入相对较低、经济开放程度较高、具有广泛代表性的发展中经济体。20国集团中的11个发展中国家（阿根廷、巴西、中国、印度、印度尼西亚、韩国、墨西哥、俄罗斯、沙特阿拉伯、南非和土耳其）是新兴经济体的代表（即：E11），其总体经济规模在国际贸易、国际资本流动和重点产品产出等方面具有世界性影响力。
国际金融危机爆发后，新兴经济体相对快速发展备受瞩目。其中E11相对较快地摆脱了全球金融危机的阴影，为全球经济的稳定和复苏作出了重要贡献。新兴经济体正在逐步成为世界经济增长的主要动力，尤其是在应对2008年国际金融危机、拉动世界经济复苏中发挥了重要作用，未来仍将是推动全球经济持续发展的一支重要力量。
展望未来，E11 的增长前景将取决于自身政策的调整、国内外资源的供给、国际货币体系的演变、贸易保护主义的状况以及发达经济体的发展等诸多因素。积极推动E11 内部的合作将有助于发达国家与发展中国家之间的共赢性发展。
对新兴经济体的研究也已成为国际学术界的热点。
1.1 Introduction
Emerging Economies Embody the Orientation of the World's Economic Development
An emerging economy is a developing economy with a relatively rapid growth, larger scale of the economy and population, relatively low current income per capita, better openness of the economy and comprehensive representativeness after World War Two. Among G20, 11 developing countries (Argentina, Brazil, China, India, Indonesia, Korea, Mexico, Russia, Saudi Arabia, South Africa and Turkey) called E11, are the representatives of emerging economies. E11, in an overall scale of economy, has worldwide influences on international trade, international capital flows, key products output and so on.
Since the international financial crisis, the high-speed development of emerging economies has attracted much attention. Especially, E11 shrugged off the global financial crisis in a short time, which made a great contribution to the stability and recovery of global economy. Emerging economies are becoming the primary impetus of the development of the world’s economy. Particularly, they have played an important role in handling with the global financial crisis in 2008 and promoting the recovery of world’s economy. In the years to come, they will still be the important force of promoting the sustained development of global economy.
Looking ahead, the growth prospects of E11 will depend on a lot of factors such as policy adjustments, the supply of resources from home and abroad, the evolution of international monetary system, the condition of trade protectionism, and the development of developed economies. Besides, the win-win development between developed and developing countries can be improved by the cooperation among E11.
The research on emerging economies has become a hot spot of international academic circle.
1.2论坛的目的及意义
向世界传达来自新兴经济体的真实信息
当前，世界经济复苏进程步履蹒跚，新兴经济体增速明显放缓，国际社会随之出现了唱衰新兴经济体增长前景的种种舆论。同时，国际资本流动异常，对新兴经济体发展产生了不利的影响，作为最大新兴经济体的中国受到很大波及。在这个背景下，中国社会科学院的专家学者认为有必要组织国内外研究力量，将最新的研究成果和观点发布出来，让世界知道真实的新兴经济体，向世界传递积极的声音。全方位的解读和剖析新兴经济体发展模式、增长潜力、面临的挑战和问题、新兴经济体共赢性发展互动机制、新兴经济体与发达经济体之间的博弈与互动。
1.2 Purpose and Meaning of the Forum
Conveying the Real Information from Emerging Economies to the World
At present, the process of world economic recovery is faltering. Emerging economies are growing significantly slower. Followed, some bad-mouthing public opinions about emerging economies' growth prospects appear in the international community. At the same time, the unusual flow of international capital has a negative impact on the development of emerging economies. As the largest emerging economy, China is greatly affected. Under this background, experts and scholars of Chinese Academy of Social Sciences consider that it is necessary to organize experts and scholars at home and abroad to publish the latest research results and opinions, so that the world would know the real information about emerging economies and receive positive news. This forum gives a comprehensive explanation and analysis of the development mode, potential growth, challenge and problems that are faced with, interactive mechanisms for better profit for all emerging economies, as well as gaming and interaction between emerging and advanced economies.
1.3论坛设想
广东省新兴经济体研究会拟与中国新兴经济体研究会共同发起举办新兴经济体合作与发展论坛，邀请中国国际文化交流中心、广东工业大学参加，探索建立一种可持续的合作方式，将论坛发展成为每年一度的新兴经济体合作与发展论坛。每年根据世界经济热点和新兴经济体合作与发展情况选取一个论坛主题，举办国际性高端论坛，拟邀请国内政府部门、知名企业、研究机构、全球主要新兴经济体驻华机构与领使馆的政治、经济、外交、商务、学术等领域知名人士参会。条件成熟时，将在邀请新兴经济体政要、商界、学界参会的基础上，并进一步扩大邀请发达经济体代表的参会名单。
1.3 Outlook of the forum
Guangdong Emerging Economies Society and China Society of Emerging Economies are planning to hold “emerging economies Cooperation and development Forum” together by inviting China International Culture Exchange Centre, Guangdong University of Technology to join in. With the vision to explore a sustainable cooperative way with the government, organizations and universities, we sincerely hope to hold the forum of The Cooperation and Development of emerging economies annually. Every year, the theme for our forum would be selected in accordance with hot topics of the world economy and emerging economies cooperation. To hold this high-profile international forum, we are planning to invite the government, well-known enterprises, Research Institute, as well as some celebrities in the field of politics, economy, diplomacy, business and academy from the main emerging economies agencies and embassies in China to attend the forum. Once conditions get mature, in addition to politicians, businessman and scholars from emerging economies, we will further expand the list of invitations and include representatives from developed economies.
1.4 2014论坛主题及形式
2014新兴经济体合作与发展论坛拟定于10月31日-11月3日在广州举行。论坛主题为“新兴经济体的长期增长前景与21世纪海上丝绸之路建设”，论坛将分设开幕式、总论坛和分论坛。
每年论坛主题兼顾官学商主要利益关注点，力求发挥政策影响、企业咨询和学术交流三位一体的功效。
1.4 The 2014 forum: Form and Theme
“Emerging Economies Cooperation and Development Forum” of 2014 is to be held in Guangzhou in October 31-November 3, the theme of which is Long-term Growth Prospects of the Emerging Economies & 21st-Century’Maritime Silk Road’. The Forum will set up the opening ceremony, the general forum and points.
Each year the forum theme shall give consideration to major interests focuses of the government, the academic fields and the business circles, and shall strive to have the triple effects of policy influence, business consulting as well as academic exchange.
